Q: What is there to understand? To obtain benefits or privileges, one must qualify for whatever benefits are being dispensed. 'Veteran benefits' are only obtainable to veterans, for example. To obtain marriage benefits there are certain conditions that must be satisfied. It seems clear to me, but maybe I'm not understanding where you're coming from with the question. Are you asking why we have those certain qualifications and not others?
